How it works
New Zealand Customs charges in a specific order:
- CIF value. The customs value is
goods + insurance + freight. Both duty and GST are based on this, not just the goods price. - Duty. The rate depends on the tariff classification. Most goods — electronics, books, many household items — are
0%. Some clothing and textiles are5%, and certain footwear and apparel are10%. - GST.
15%is charged onCIF + duty, so duty is added before GST is worked out. - Customs fees. When duty plus GST reaches the
NZ$60border-collection threshold, the Import Entry Transaction Fee (IETF) and the MPI biosecurity levy are added.
The landed cost is the CIF value plus duty, GST, and any fees.
Example
Goods worth NZ$500 with NZ$60 shipping and NZ$10 insurance give a CIF of NZ$570. At 0% duty there is no duty, GST is 570 × 15% = NZ$85.50, and because duty + GST is above NZ$60, the IETF and biosecurity levy (around NZ$63.69 together) apply. The landed cost is roughly NZ$719.
Notes
This is an estimate. Actual duty depends on the exact tariff classification, and trade agreements can reduce or remove duty for goods from some countries. The de-minimis means low-value online orders often have GST collected by the seller at checkout instead of at the border. Confirm with NZ Customs for a binding figure.
