How it works
The VLT is built from a depreciating assessed value:
assessed value (year 0) = MSRP x 60%
each registered year -> assessed value x (1 - 0.1625)
vlt = (assessed value / 100) x rate
rate = $2.80 per $100 (new) or $2.89 per $100 (used)
flat fees:

total = vlt + flat fees
So a vehicle’s VLT starts high in year one and shrinks every year as the assessed value depreciates by 16.25%.

A used car with a $30,000 original MSRP, two years old:
assessed (yr0): 30,000 x 0.60 = $18,000
after 2 years: 18,000 x 0.8375^2 = $12,623.06
vlt (used): (12,623.06 / 100) x 2.89 = $364.81
flat fees: 8 + 4 + 1.50 + 32 = $45.50
total: $410.31
